A framework financing agreement was signed between India and ADB for Multitranche Financing Facility- MFF010-IND: Uttarakhand State Road Investment Program (InvestmentProgram) on 14th November 2006. ADB approved the provisions of loans from the investment program on 18th December 2006 in an aggregate amonunt not exceeding $550 Million. The investment program will finance Infrastructure Improvement (Physical Investment) and Infrastructure Management (non-physical investment) and the main outputs of the investment would be (i) improvement of about 10800km of state roads and maintenance for a minimum of three years under performance based contracts (PBC); and (ii) a proactive and accountable PWD that is better equiped to manage road infrastructure. PWD, Government of Uttarakhand is the Executing Agency for the Investment Program.
Project 1
The first loan of $50 Million (Project 1) comprising infrastructure improvement and infrastructure management components was approved on 2nd Januray 2007. The loan and Project Agreements for the Project 1 were signed on 25 october 2007 and made effective on 14th January 2008. The loan closing date is 31 March 2013. The Project 1 consists of (i) improvement of about 525 km of state roads including maintenance for a mionimum 3 years under PBC; and (ii) assistance to PWD to undertake organizational restructuring, business process re-engineering and enhancement of staff skills and asset management capacity.

Project 2
The second loan of $140 Million (Project 2) was negotiated on 11 September 2008 and approved on 22 October 2008. The loan and Project Agreements for the Project 2 were signed on 10 February 2009 and made effective on 22 April 2009. The loan closing date is 31 March 2015. The Project consists of (i) improvement of about 900 km of state roads including a maintenance for a minimum of 3 years under PBC; and (ii) asssitance to PWD to undertake organizational restructuring, business process re-engineering and enhancement of staff skills and asset management

Project 3
The third loan for $150 Million (Project 3) was signed on 24 December 2013. Project 3 is expected to improve a sub-network of roads totaling about 1036 km in length and assist the Public Works Department (PWD) of Uttarakhand to improve PWD staff skills and qualifications and support implementation of objective data driven procedures and tools for road budgeting, planning and programming. Consulting services financed under the loan will include supervision of the implementation of civil works, supervision of post construction maintenance and program management consultancy which will include, among others, conducting road user satisfaction survey, road condition survey, cost benefit surveys, support to the operationalization of the Planning Unit, road safety audits and rolling out of a training program for PWD to enable the PWD to switch to the 'Client Role', etc.
