The department is very particular to adopt and practice the latest technologies and machinery as per requirement works.

In addition to department Supervision Independent Quality Monitors are deployed for reporting about the works under different Schemes.

The PWD strives for quality assurance using a multi tier system. The first level of quality control and assurance is always with the contractor. The PWD expects contractors to set up quality control laboratory at the site of work to ensure a check on quality of works being executed. The PWD Junior Engineers, Assistant Engineers, Executive Engineers, Superintending Engineers and Chief Engineers are a part of the supervision system that is responsible for quality of works, financial discipline. accounting and timely completion. Added to this, the PWD also engages third party quality assurance teams to ascertain quality of construction. The Government of Uttarakhand also conducts its own performance audit of the works on a random basis.

P.W.D. Uttarakhand has developed and started using an internal management information system for compilation of information on progress of various civil works in the state taken up by the PWD. The PWD has also developed an electronic Schedule of Rates (eSOR) available to public since March 2011 and which is being used by various engineering departments of the state for cost estimation of civil works. The eSOR provides representative rates for items of construction for the 95 block level units in the state. This has resulted in expediting the process of cost estimation of civil works with analysis of rates not required in almost all items of works.
